CPUFSB is used only to change FrontSideBus and is therefore a light version of CPUCooL meaning you only need a small tool for the most important features of CPUCooL.
Changing the FrontSideBus enables you optmize your CPU enabling you to set the frequency of your CPU up to the limits.
